Shaping Proposed Changes to Pennsylvania's Total Dissolved Solids Standard: A Guide to the Proposal and the Commenting Process. (8 pages).

Summary:  In April 2009, the Pennsylvania Department of Environmental Protection announced plans to amend existing rules to establish new water quality effluent standards for wastewater high in total dissolved solids (TDS), including those from Marcellus shale drilling operations and other industries. New state water quality effluent standards for TDS
and related constituents are proposed to be effective January 1, 2011.  This publication will introduce the concept of TDS, review events that prompted the proposed changes in regulation, explain the proposed changes, and explain how, where, and why the public can submit comments on the proposed regulations. The deadline for public comments on the proposed changes is February 5, 2010.
